Finding and drilling The Large hole in the Center of the wheelTo fine the center of the 1 1/2" dowel rod you will need to use a center finder. The rick to using it correctly is how tightly you hold the dowel in the center-finder, as well as how sharp your pencil is. Make aim the pencil tip to the were the center-finder meets the dowel. Once the center is marked take it to the drill press to drill out the large hole in the center with a 7/8" forstener bit. Using a fixture for this is necessary. Drilling a large hole into something small is tricky because the piece wants to spin.

Drilling the center hole of the wheelWhen the large center hole was drilled it left a cone shaped divot at the bottom center of the hole. Use this divot to line up the 3/16" drill bit that will drill the center hole as shown in the video.

Drilling the array of holesThere will be six 3/16" holes evenly spaced around the center hole. To do this you will need to make indicator lines that enables you to drill them in the correct location. Next line up the lines with the line on the fixture and drill. Do Not go fast during this step. Always make sure hands are free and clear of the danger zone when drilling.
